The EU-SA APP II project's Air Navigation Initiative is concluding with the fourth and final regional workshop scheduled from 25 to 28 November 2024, in Sri Lanka. The workshop aims to two critical objectives for strengthening air navigation services in the region:

The first objective focuses on advancing a cohesive and performance-driven Air Traffic Management (ATM) and Air Navigation Services (ANS) Master Plan for South Asia. This plan will be developed through collaborative discussions, strategic exercises, and the formation of a working group to guide comprehensive ANS Master Plan creation.

The second objective is to enhance ATM/ANS regulatory frameworks and safety oversight mechanisms across the region, with an emphasis on State Safety Programme (SSP) and Safety Management Systems (SMS) components tailored for ANS. Participants will gain hands-on experience in national air navigation planning, examine EU regulatory best practices, and explore safety frameworks to support ongoing SSP/SMS implementation efforts in their respective countries.
Target participants include members from the Civil Aviation Authorities in South Asia and relevant Air Navigation Service Providers (ANSPs).
The topics that will be covered are the following:
Day 1: Regional Insights & Best Practices in Air Navigation Planning
The workshop opens with an overview of regional insights into air navigation planning and safety management, highlighting the unique challenges and opportunities faced by South Asian States. Participants will engage in foundational sessions on ATM/ANS planning tools and explore EU best practices in air navigation and safety oversight. Interactive exercises, including a hands-on session on National Air Navigation Plan (NANP) development, will provide practical experience and set the stage for deeper discussions throughout the week.
Day 2: Progress and Strategy in South Asia’s ANS Master Plan Development
Building on Day 1’s insights, Day 2 emphasises the strategic development of a South Asia ANS Master Plan. South Asian States will share progress and challenges in implementing their National Air Navigation Plans, followed by expert-led discussions on regional planning strategies. Participants will engage in an in-depth examination of a performance-oriented approach to ANS planning, with the aim of forming a dedicated working group to steer the creation of a comprehensive regional ANS Master Plan.
Day 3: Implementing State Safety Programmes (SSP) and Safety Management Systems (SMS)
The third day focuses on advancing SSP and SMS for both regulators and Air Navigation Service Providers (ANSPs). Sessions cover key elements of safety oversight, safety risk management, and institutional frameworks, providing participants with tools and methodologies for effective SSP and SMS implementation. Interactive group discussions and case studies from EU experiences will highlight practical applications, while a "South Asian Corner" session will allow states to share their progress in implementing SSP and SMS, fostering knowledge exchange and collaborative problem-solving.
Day 4: EU Safety Provisions & Concluding Steps for the South Asia ANS Master Plan
On the final day, participants will delve into the latest EU safety provisions, particularly those tailored for ATM/ANS. Topics include safety requirements for Air Traffic Controllers (ATCOs), change management, and SMS integration for service providers. A closing session will focus on synthesising workshop outcomes, allowing participants to consolidate their insights into a collective vision for the South Asia ANS Master Plan. The event will conclude with a certificate ceremony, acknowledging participants' contributions and commitment to advancing air navigation and safety in South Asia.
Through this four-day workshop, participants will engage in practical sessions, regional updates, and expert-led discussions, fostering a unified approach to air navigation planning and a shared vision for South Asia's ATM and ANS sectors, thereby fostering a collaborative approach to air navigation development led by EU-SA APP II ATM/ANS experts.
