Air Navigation Initiative - Centralised and Regional Air Navigation Services in Europe Workshop
The EU-SA APP II project's Air Navigation Initiative is advancing with the second regional workshop scheduled from 29 January to 02 February, 2024, in Sri Lanka.
The workshop aims to enhance collaboration and knowledge exchange among South Asian countries. The agenda unfolds over five days, each focusing on key aspects of air navigation and aviation services.
Target participants include members from the Civil Aviation Authorities in South Asia and relevant Air Navigation Service Providers (ANSPs).
The topics that will be covered are the following:

Day 1: Evolution of European ATM/ANS services: Participants will delve into the evolution of European Air Traffic Management and Air Navigation Services, exploring the Network Manager functions, European network strategic and operations plans, and receiving a presentation on the current state of the South Asian region.

Day 2: Centralised flow and capacity management, CNS evolution: Discussions will shift to centralised flow and capacity management in Europe, Centralised Flight Plan Management, European route network, and the evolution and rationalisation of Communication, Navigation, and Surveillance (CNS) systems. Presentations on the state of the South Asian region will also provide valuable context.

Day 3: ANS/ATM site visit and Networking excursion: Participants engage in a hands-on experience with an Air Navigation Services/Air Traffic Management site visit. The day will conclude with a networking excursion, fostering informal interactions and relationship-building.

Day 4: European regional IP communications network, PBN implementation: Focus turns to the European regional IP communications network, Performance-Based Navigation (PBN) implementation in Europe, management of interoperability and standardisation. An exercise/case study on interoperability management and regional cooperation will be conducted, alongside more presentations on the state of the South Asian region.

Day 5: Civil-Military coordination, Flexible Use of Airspace (FUA): The final day will address Civil-Military coordination and the Flexible Use of Airspace (FUA) in Europe. An exercise/case study on routes and airspace management will allow practical application of learned concepts. The workshop concludes with an open discussion, feedback session, and the provision of diplomas, followed by closing remarks.
Throughout the five days, the workshop will seek to facilitate a holistic understanding of European practices while tailoring discussions to the specific needs and challenges of the South Asian region, thereby fostering a collaborative approach to air navigation development led by EU-SA APP II ATM/ANS experts.
